North Carolina's ban on sexually explicit dancing at establishments that serve alcohol imposes minimal restrictions that don't violate anyone's free-expression rights, an attorney for the state told a federal appeals court Tuesday. Christopher Browning, the state's solicitor general, urged a three-judge panel of the 4th U.S. Circuit Court of Appeals to reverse a lower court's ruling that some provisions of the law are so broad they are unconstitutional.
